A significant railway agreement in the West Midlands is on the brink of renewal, and failing to secure its continuation could mean a substantial loss of authority over local rail services. This critical partnership between the West Midlands Rail Executive (WMRE) and the Department for Transport (DfT) is due to expire this February, raising concerns about the future management of rail transport in the region.
Members of the West Midlands Combined Authority board are being encouraged to support a special resolution that would ensure the ongoing collaboration. WMRE, which oversees rail operations in the area, is jointly owned by members of the combined authority as well as seven other local councils. The current collaboration agreement empowers WMRE with various devolved authorities, allowing it to propose modifications to fares and passenger services, manage contracts, and oversee the operations associated with the West Midlands Railway brand.
A meeting scheduled for January 16 is anticipated to see board members backing this crucial proposal. According to a report presented to the board, maintaining this agreement is vital as it transitions WMRE's role from merely being a stakeholder to acting as a client with the ability to enforce action from the rail industry. This shift enhances WMRE's ability to hold the rail services accountable for their performance in serving customers.
Interestingly, the report highlights that in England, outside of London, only the Liverpool City Region possesses more extensive devolved rail powers than those currently held by WMRE. If the collaboration agreement is not extended, the West Midlands would regress to a situation prior to 2017, where it had little to no control over rail outcomes. Such a regression would significantly complicate efforts to achieve a fully integrated transport network, especially at a time when enhancing bus services through franchising should be making integration simpler.
The DfT has expressed its desire for WMRE to continue exercising its devolved powers beyond February 1, which aligns with the board's consensus for the same outcome.
